Support setting up static IP for automatic installer

The bug is filed as a follow up of the meeting between install group and networking group. The automated installer currently supports only setting up DHCP and it is a big problem for server installation. After automated installation is completed, the user manually sets up static IP for the server. This issue is a major blocker in moving from SXCE (Nevada) to OpenSolaris. Further, the enterprise customers need the support of setting static IP from the automated installer to move from Solaris to OpenSolaris. The installation team is not interested in creating special code during the installation to setup static address. It is desirable to have an interface such as SMF to specify the network parameters so that the install code doesn't need to know the inner details of networking.
It should be noted that this is *not* an NWAM phase 1 issue, and is in fact unlikely to have an nwam-specific solution in the near term. I'm leaving it in the Development/nwam product area as we don't have a generic networking product under the Development classification.
The Text Installer will also need this functionality/interface.
