On Indiana RC1, Laptop Ferrari 4000, DO NOT install ATI driver   

Steps: 
1. System-> Preferences-> Appearances-> Visual Effects 

Expected result: 
It should run the hardware check script first and tell user that Compiz can not
run on this machine without ATI driver. 

Actually result: 
Did not run the hardware check script, bring you to the virtual effects page
directly. After select "Normal" or "Extra" effects, it will tell you that
"Desktop effects could not be enabled".

This is a side effect of 1170. The checks in gnome-appearance-properties need 
to be strenghten.
