Clients should be able to cancel cleanly during a file download, rather than
making the user wait for it to finish.

Adjusting priority as the GUI appears hung on large file (MBs) downloads and it
would be great to both give feedback during the download and allow cancel as
well.

This isn't essential for 2008.11.  I'm lowering the priority from P2 to P3.

Changing the synopsis.  We should be able to do this with the new transport. 
I'm also clearing 6099, since it obviously didn't block that bug after all.

This bug is being fixed as part of the transport re-design.  A preliminary
