This is a dup of the Nevada issue: 6764186

While there can be a lot of dialogs, it's not possible to totally remove in
this phase, it would be a significant change in implementation to be able to
filter them out. 

What will be done here is to limit the New Wireless networks messages at least,
and maybe delaying these until the next time the user shows the menu.

Same question here about what this was filed rather than using Bugster?
