The Auth system provides exposure to the SUNID which can be utilised to trigger
change in submission page notifying the employee of the requirement to file an
OSR.
Question: Should we require the employee to fill in the OSR number ?

Should immediately put OSR reminder notice for Sun employees
on submission page.

Changing to Enhancement, as agreed with Mark.

If the fix cannot be fully implemented as present, we should at least
add some text to the submission page saying that Sun employees have
additional obligations, etc.

Interim solution is to add a link to the submit page, eg
"Important Legal notice for employees for Sun...", which leads to a
help page describing OSR, etc requirements.

Jim will deliver final text.
