When testing client-side failures, it has been helpful for pkg developers to
use a misbehaving version of the depot server.  We wrote this long ago, and
have periodically updated the test depot as time has passed.  However, the
amount of depot change that occurs between updates can make it rather
prohibitive to maintain the hostile depot.  The hostile depot, called Nasty
mode, should be integrated with the rest of the depot code, to facilitate
maintenance and ease of testing.

This bug is being fixed as part of the transport re-design.  A preliminary
